Portsmouth, Ohio is a historic city located on the north bank of the Ohio River, just east of the mouth of the Scioto River. The city was established in 1803 and has a rich history of Native American culture, early European settlement, and important contributions to the abolitionist movement. Today, Portsmouth is known for its industrial base and has become an important location for fire and water restoration services.

Portsmouth's location at the confluence of two major rivers made it an important transportation hub for early settlers and industrialists. The completion of the Ohio and Erie Canal in the 1820s and 1830s opened up northern markets, and the construction of the Norfolk and Western railyards and the Baltimore and Ohio Railroad junction further stimulated growth. By the end of the 19th century, Portsmouth had become one of the most important industrial cities on the Ohio River.

Unfortunately, this location also made Portsmouth susceptible to flooding. The city has experienced numerous floods over the years, including the destruction of Lower Shawneetown in 1758 and the flooding of the small town of Alexandria in the 1790s. Despite efforts to build the new city on higher ground, Portsmouth has continued to experience flooding throughout its history.
