Wickliffe began as a precinct in Willoughby Township and remained for 100 years.  In 1916 a petition was filed requesting that Wickliffe be permitted to incorporate into a village.  The wealthy Clevelanders who established large estates and the early residents wanted to keep the country atmosphere, so they tried to keep industrialization out.  Very few industries settled into Wickliffe between 1916 and 1940.  After World War II the area began to expand.  Wickliffe became a city in 1951.  The first Mayor of Wickliffe, Harry C. Coulby built a mansion on a beautiful 54 acre estate.  In 1954, the City of Wickliffe purchased the estate and used it for its municipal offices.  Today, Coulby Park is the home to City Hall, but also has an aquatic center, baseball fields an a pond.
